I feel as if I'm missing something simple, but why does your vector b term use (L/2) instead of L?

Yep, simple. Center of mass. Sorry about that.

Note that $\vec b_{OG}$ describes the vector from point $O$ to the center of gravity, which falls halfway along the bar. The bar has length $L$, thus the length of $\vec b_{OG}$ must be $\frac{L}{2}$.
